I had the same issue as Mel using Chrome.. I had to use IE to get it to submit.. hope this helps

I used firefox and it went right thru.

Won’t let me submit. Keeps saying put in state. I used capital letters. I tried from Firefox, Internet Explorer, and my Android Phone.

I finally got mine to work, said to enter state. I changed state to two lower case letters then it worked.
